sandbox/online: efficiency improvements for pitch-tracking code (use float not double); do mean subtraction when computing sumsq signal for normalization (will handle nonzero-offset signals more correctly).

1, Moved 'local_cost' from each frame to a local variable inside 'FastViterbi', and changed the interface of 'ComputeLocalCost' as Dan suggested.
2, Added 'OnlineAppendFeature' into online code (prepared for adding a good function:).
3, Cleaned up of 'cpplint' errors for pitch related codes in both 'feat' and 'online2'. Also changed log levels in some unit-tests, to make users not confused.
